A JOINT MEMORIAL
REQUESTING THE COMMISSION ON HIGHER
EDUCATION AND THE STATE PERSONNEL OFFICE TO COOPERATE IN ASSESSING THE STATE'S
POLICY ON PUBLIC EMPLOYEES' CONTINUING EDUCATION.
WHEREAS, continuing education
is critical for the continued advancement and professional performance of state
and local employees; and
WHEREAS, the current continuing
education policy for public employees does not afford adequate opportunity for
continuing education; and
WHEREAS, financial aid and time
off for education must match the requirements of institutions that provide
educational services;
NOW, THEREFORE, BE IT RESOLVED
BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the commission on higher
education and the state personnel office be requested to cooperate in assessing
the needs and opportunities for public employee continuing education programs;
and
BE IT FURTHER RESOLVED that the
commission on higher education and the state personnel office report their
findings and recommendations to the legislative education study committee a
week prior to the 2004 second session of the Forty-Sixth legislature; and
BE IT FURTHER RESOLVED that
copies of this memorial be transmitted to the commission on higher education
and to the state personnel office.
