A JOINT MEMORIAL
TO ENCOURAGE ECONOMIC DEVELOPMENT BY
MAKING BUSINESS LICENSING AND OVERSIGHT TIMELY AND EFFICIENT.
WHEREAS, the state of New
Mexico needs to attract more businesses and capital to enhance economic
development for the benefit of all its citizens; and
WHEREAS, government should
facilitate the expansion of New Mexico's existing businesses and provide incentives
for new business and industry to locate here; and
WHEREAS, New Mexico's
population is increasing, and more effort is needed to create jobs and preserve
existing jobs; and
WHEREAS, diversification of
business and industry in the state should be encouraged in order to protect
against dramatic changes in the state's economy; and
WHEREAS, government oversight
and licensing of businesses should be timely and efficient to facilitate and
encourage businesses to locate and expand in New Mexico; and
WHEREAS, the complexity of
current licensing procedures slows down the process through which businesses
can expand and grow; and
WHEREAS, state agencies and
commissions that regulate business and industry should streamline their
procedures to shorten the time it takes for businesses to get started in New
Mexico;
NOW, THEREFORE, BE IT RESOLVED
BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the public regulation
commission and the regulation and licensing department be requested to
reexamine their procedures for the oversight, licensing and regulation of
businesses and find more efficient and effective methods of licensing businesses
in a timely manner; and
BE IT FURTHER RESOLVED that the
public regulation commission and the regulation and licensing department submit
a report to the interim legislative committee that studies economic development
and to the governor on how the efficiency and timeliness of the licensing and
oversight process can be improved; and
BE IT FURTHER RESOLVED that a
copy of this memorial be transmitted to all members of the public regulation
commission, to the secretary of regulation and licensing and to the governor.
