PROPOSING TO AMEND THE CONSTITUTION OF NEW MEXICO TO PROVIDE THAT IF A LEGISLATOR HAS INTRODUCED TEN BILLS DURING ANY SESSION OF THE LEGISLATURE, THAT LEGISLATOR SHALL NOT INTRODUCE ANY ADDITIONAL BILLS UNLESS EACH ADDITIONAL BILL IS ACCOMPANIED BY ANOTHER BILL, INTRODUCED BY THAT LEGISLATOR, TO REPEAL AN EXISTING LAW.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. It is proposed to amend Article 4, Section 19 of the constitution of New Mexico to read:
"A. Time limitation on the introduction of bills at any session of the legislature shall be established by law.
B. During any session, if a legislator has introduced ten bills, that legislator shall not introduce any additional bills unless each additional bill is accompanied by another bill, introduced by that legislator, proposing to repeal an existing law."
Section 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election or at any special election prior to that date that may be called for that purpose.
