A JOINT MEMORIAL

REQUESTING THE STATE BOARD OF EDUCATION AND THE LEGISLATIVE EDUCATION STUDY COMMITTEE TO STUDY AND RECOMMEND APPROPRIATE SOFTWARE FOR THE PURPOSE OF CONDUCTING AN INDEPENDENT STUDY OF THE BUDGETS AND EXPENDITURES OF PUBLIC SCHOOLS AND SCHOOL DISTRICTS THROUGHOUT THE STATE.



WHEREAS, the state department of public education is currently mandated by law to establish rules and procedures for a uniform system of accounting and budgeting of funds for all public schools and school districts of the state; and

WHEREAS, public schools and school districts provide to the state department of public education requested accounting and budgetary information in conformance with the rules and procedures established by the department; and

WHEREAS, the diversity between schools and school districts and their various accounting and budgeting procedures makes it burdensome for the state department of public education to establish a uniform system of accounting and budgeting of funds; and

WHEREAS, recommending software to provide for an independent study of the accounting and budgeting of funds for public schools and school districts throughout the state may assist the state department of public education in the maintaining of a uniform system of accounting and budgeting of funds for all public schools and school districts of the state;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the state board of education and the legislative education study committee be requested to study and recommend appropriate software for the purpose of conducting an independent study of the budgets and expenditures of public schools and school districts throughout the state; and

BE IT FURTHER RESOLVED that the state board of education and the legislative education study committee be requested to report their findings to the legislature prior to the first session of the forty-sixth legislature; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the chair and director of the legislative education study committee and the president of the state board of education.
