SUMMARY

     Synopsis of Bill

Senate Memorial 23 proposes that action be taken to keep New Mexico on Mountain Standard Time throughout the year.

     Significant Issues

The State of New Mexico currently switches to daylight-saving time in April and returns to Mountain Standard Time in October. With the exception of Arizona, the rest of the nation follows this changing of the clock. Every April, New Mexico moves the clock forward one hour and therefore makes it lighter at the end of the day and darker in the early morning.

OTHER SUBSTANTIVE ISSUES

Several groups, especially those in the agricultural industry, find it challenging to change and live under daylight-saving time. Daylight-saving time also results in the burden of changing all clocks twice a year. Other groups, however, prefer to have the light later in the evening and to be synchronized with 48 other states.
