SUMMARY

     Synopsis of Bill

Senate Joint Memorial 93requests the EMNRD, in conjunction with the Land of Enchantment Clean Cities Coalition and the Paso del Norte Clean Cities Coalition, to study alternative fuels infrastructure needs in New Mexico.  The memorial requests that the study include:

  1. an inventory of the current alternative fuels infrastructure and its use;
  2. the infrastructure improvements needed to increase alternative fuels use and the mechanisms necessary to meet those needs;
  3. assistance from the General Services Department, Taxation and Revenue Department, State Highway and Transportation Department and the State Department of Public Education to collect and analyze data regarding alternative fuels infrastructure;
  4. directs copies of this memorial to be transmitted to EMNRD, General Services Department, Taxation and Revenue Department, State Highway and Transportation Department, State Department of Public Education, Land of Enchantment Clean Cities Coalition and the Paso del Norte Clean Cities Coalition.

     Significant Issues

EMNRD reports New Mexico is required to comply with the federal Energy Policy Act (EPACT). This Act requires that 75% of light duty vehicles (under 8500 lbs) acquired by the state be capable of operating on alternative fuels.  This study will assist in assessing the necessary alternative fuels infrastructure in meeting this requirement.
