SUMMARY
Synopsis
of Bill
Senate Joint Memorial 89 requests the State Highway Commission designate the proposed Hogback Bridge project over the San Juan River, connecting the San Juan Chapter Community of the Navajo Nation to Unites States Highway 64 (US 64) at Hogback a top priority.
Significant
Issues
An initial corridor study report for this
project was completed in August 1999 in a cooperative effort between SHTD, San
Juan County, the Bureau of Indian Affairs and the Navajo Nation. The study identified several possible
alignments with estimated costs ranging from $8 to $12 million depending on the
alternate chosen. The project is not
presently in the department’s Statewide Transportation Improvement Program
(STIP).
FISCAL IMPLICATIONS
The department is experiencing budget constraints with state road fund revenue projections flat and large declines expected in federal revenues, based on the proposed federal budget for fiscal year 2003 released by President Bush. Any funding proposed for new projects would require a diversion of an equivalent amount of funding from existing highway projects or new revenue sources would have to be identified.
DUPLICATION
Is similar to House Joint Memorial 73 and House Joint Memorial 95.
Construction of the
Hogback bridge would provide improved access for emergency services to the San
Juan chapter of the Navajo Nation. It
would also improve access for school transportation services to Kirtland.
