SUMMARY

 

     Synopsis of Bill

 

Senate Joint Memorial 84 requests the Legislative Council to create a “Joint Legislative Committee for Los Alamos National Laboratory Oversight” that can participate in appointing a citizens advisory committee and meet with California Senate Select Committee for Oversight of the Department of Energy Laboratories Operated by the University of California.  It also, requests the Legislative Council to appoint a “Citizen Advisory Committee on Oversight of the Los Alamos National Laboratory (LANL)” to advise the legislative oversight committee.

 

     Significant Issues

 

The joint memorial recognizes that the LANL, supervised by the University of California since 1943, has an impact on ground water and air quality, employment and economy of communities surrounding it and that New Mexico legislators and citizens have concerns about the activities, operation and management of LANL. 

 

FISCAL IMPLICATIONS

 

Presumably, the expenses of the oversight committee would be paid from the appropriation made in Subsection B of Section 3 of House Bill 1 (Feed Bill) for legislative interim expenses.

 

ADMINISTRATIVE IMPLICATIONS

 

The work of the oversight committee would probably be supported by staff of the Legislative Council Service.
