SUMMARY
Synopsis
of Bill
Senate Joint Memorial 73 would require the SDE
develop a training and experience index that would apply to classified staff
not assigned to an instructional program. This index would include public
school staff currently not included in the calculation of the Instructional
Staff Training and Experience Index.
Significant
Issues
According to SDE, the existing Instructional Staff Training and Experience Index, Section 22-8-24 of the Public School Code, currently addresses only instructional staff. The index initially became part of the state funding formula to encourage school districts to recruit and retain trained and experienced instructional staff and to serve as an incentive for school districts to continually improve the quality of their instructional staff.
FISCAL IMPLICATIONS
The department indicates that based on the
2001-2002 funded total membership program units of 500,247,036 and the current
unit value of $2,871.01, the total dollar amount generated from the
multiplication of the Instructional Staff Training and Experience Index is
$131,133.2.
ADMINISTRATIVE IMPLICATIONS
If this legislation is enacted the department would be required to develop a methodology for calculating and applying a Classified Staff Training and Experience Index in the public school funding formula.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
Senate Bill 387 is the
companion bill that provides the definitions and limitations to be applied in
the development of a Classified Staff Training and Experience Index. House Bill
311 is identical to Senate Bill 387.
TECHNICAL ISSUES
The calculation of a school district’s
Instructional Staff Training and Experience Index is dependent on the salary
schedule established by the local school board; therefore the index itself is
not used to determine a minimum salary
range for instructional staff based upon a person’s training and experience as
is stated in SJM 73.
