SUMMARY
Synopsis
of Bill
Senate Joint Memorial 64 requests the Legislative Council Service to delineate the State Board of Education, State Department of Education and local school board’s responsibilities with regard to charter schools in consultation with the department, the state school board association and charter school advocates and report its findings to the appropriated interim legislative committee prior to November 2002.

Issues
According to SDE, the Legislature enacted the 1999 Charter Schools Act to enable individual schools to restructure their educational curricula; manage their budgets; have increased control over personnel decisions; be waived from certain State Board regulations; and encourage the use of different and innovative teaching methods through the establishment of smaller schools.
