SUMMARY
Synopsis
of Senate Joint Memorial
Senate Joint Memorial 59 requires that
Department of Public Safety (DPS) develop a task force to examine issues
regarding the collection and dissemination on information on sex offenders,
pursuant to the Sex Offender Registration and Notification Act.
Significant
Issues
DPS is the lead agency responsible for the
administration of the Sex Offender Registration and Notification Act. The agency’s role include management of a
central registry of sex offenders and an internet site that provides the public
with information on certain sex offenders.
In an effort to maximize public safety, SJM 59 highlights the importance
of the collection and dissemination of information regarding certain sex
offenders is complete and accurate.
SJM 59 provides that the task force established
under the joint memorial would be comprised of a member of the House of
Representatives (House) appointed by the Speaker of the House, a member of the
House appointed by the minority floor leader of the House, a member of the
Senate appointed by the president pro tempore of the senate, a member of the
senate appointed by the minority floor leader of the senate, a representative
of the governor’s office, a municipal police chief, a county sheriff, a
district attorney and a district court judge be invited to be participants of
the task force.
SJM 59 requires that the task force report its
finding and recommendations to an appropriate legislative interim committee
prior to November 1, 2002 and that a copy of the memorial be transmitted to the
DPS Secretary.
In addressing SJM 59, DPS has indicated that
implementation of the joint memorial will assist in “developing and
implementing the necessary steps or legislation needed to ensure the completeness
and accuracy of information collected.”
