SUMMARY
Synopsis
of Bill
Senate Joint Memorial
25 requests the Legislative Education Study Committee (LESC) to determine the
scope and cost of performing a comprehensive review of the state public
education system. The purpose of the review is to identify cost savings as well
as organizational and process improvements that will aid student performance
and achievement.
Significant
Issues
This bill requests the LESC to report its scope
and cost estimates to the Legislative Finance Committee no later than October
1, 2002.
FISCAL IMPLICATIONS
The fiscal impact of
the comprehensive review contemplated by the memorial will be determined by the
LESC and reported to the LFC.
Additional incidental costs may be associated with the review.
ADMINISTRATIVE IMPLICATIONS
The LESC will estimate
costs of performing a review of the state public education system and recommend
the appropriate state department or agency(s) to conduct such study. The SDE anticipates the commitment of
significant staff support in furtherance of this study.
OTHER SUBSTANTIVE ISSUES
According to the SDE, a comprehensive review of
the state public education system as identified by SJM 25 appears to dovetail
with the performance-based budgeting and performance measures and standards
addressed in the Accountability in Government Act
