Commission on Higher Education (CHE)
Synopsis
of SEC Amendment
The Senate Education Committee amendment strikes
the word “aggressively” in the phrase “to aggressively pursue tuition reciprocity
agreements.”
Synopsis
of Original Bill
Senate Joint Memorial 13 encourages the
Western Interstate Commission for Higher Education (WICHE) to aggressively
pursue tuition reciprocity agreements with states and provinces in Mexico and
Canada that border Commission member states.
Significant
Issues
The states comprising the WICHE provide
services under the Western Regional Cooperation in Higher Education Compact
[NMSA 11-10-1], an interstate agreement approved by Congress. WICHE's founding principle is to encourage
and assist the sharing of facilities and education programs among the Western
states through it's student exchange programs, according to the CHE
analysis. Member states include Alaska,
Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico,
North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming.
