SUMMARY

 

     Synopsis of Bill

 

Senate Joint Memorial 3 requests the State Armory Board (SAB) to name the armory complex in Springer, New Mexico the “J. Leslie Davis Armory Complex.”  Additionally, the joint memorial requests the SAB to name the armory building in this complex  the “Michael Arellano Armory.”

 

     Significant Issues

 

The Department of Military Affairs indicates that the State Armory Board voted to adopt a policy of not naming New Mexico National Guard facilities after individuals in 1999.  This request would violate those policies.  It is suggested that a plaque to commemorate the accomplishments of J. Leslie Davis and Michael Arellano be mounted at the Springer armory complex. 

 

FISCAL IMPLICATIONS

 

There is no appropriation associated with this memorial.  The agency indicates that if the State Armory Board chose to rename the complex and building there would be an approximate $4.8 administrative cost to the Department of Military Affairs for new signs, a plaque and administrative changes to records.  This cost would be absorbed within the agency’s operating budget.
