SUMMARY

 

Senate Bill 372 appropriates $350.0 from the general fund to the Department of Finance and Administration for the purpose of funding security and medical services at the New Mexico State Fair.

 

FISCAL IMPLICATIONS

 

The appropriation of $350.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

 

OTHER SUBSTANTIVE ISSUES

 

According to the New Mexico State Fair Commission, the State Fair is an enterprise agency and has not received general fund appropriations for its daily operations.  By receiving an appropriation for $350.0 to pay for security and medical services, the Fair will have funds equal to that amount freed to use on other critical repairs and revenue-generating efforts.  With an aging physical plant in continual need of repair or replacement and attempting to generate revenues in an atmosphere of strong competition, the Fair will need improved facilities to be able to exist at all.

 

POSSIBLE QUESTIONS

 

  1. What are the repairs needed at the State Fair?
  2. Would this allocation be better served it was allocated to capital repairs?
  3. What assistance does the New Mexico State Fair Commission receive from other sources to assist in security and medical needs at the state fair grounds?
