SUMMARY

 

     Synopsis of Bill

 

Senate Bill 318 appropriates $215.0 from the general fund to the University of New Mexico (UNM) to continue the work and increase programs of the Office of International Technical Cooperation.

 

     Significant Issues

 

Both the CHE and LFC did not recommend continued funding for the Office of International  Cooperation (OITEC) in FY03.  Per CHE regulation 5 NMAC 3.5, section 12.4.2, all line item programs designated a s special projects are subject to evaluation by the commission.  The evaluation process was developed as a response to the requirements of the Accountability in Government Act.  

 

The CHE recommended the reduction or elimination of funding for any program receiving a “opportunities for improvement” rating, for two consecutive years.  The OITEC program received this rating in FY00 and FY01, thus the recommendation for elimination of funding.  After the rating in FY00, the program was given one year to improve but failed so show improvement.

 

 

 

FISCAL IMPLICATIONS

 

The appropriation of $215.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

 

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

 

This bill relates to HB249 which also appropriates $250.0 for OITEC in FY03.

 

OTHER SUBSTANTIVE ISSUES

 

This program was not included in UNM’s budget request to the UNM Board of Regents, and thus was not submitted by UNM to the CHE for review.  The CHE did not recommend funding this program or a program expansion.
