SUMMARY

     Synopsis of Bill

Senate Bill 270 appropriates $150.0 from the general fund to the Board of Regents of Eastern New Mexico (ENMU) to support and promote the airframe program in ENMU in Roswell.

     Significant Issues

The CHE reports that “The aviation maintenance technology expansion project ($150,000) was included in the Legislative Request of the Regents of Eastern New Mexico University and reviewed by the Commission on Higher Education.  Aviation Maintenance Technology is an on-going program of the Roswell campus, and General Fund support for the program is included in the Instruction & General component of the formula ($421,790 for FY 2001-02).  The Commission does not consider expansion of Instruction & General programs as a component of the Special Projects funding, to which this request was directed."

FISCAL IMPLICATIONS

The appropriation of $150.0 contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of FY2003 shall revert to the general fund.

OTHER SUBSTANTIVE ISSUES

The following is provided for information only.  It is not intended as commentary on the merits of the bill:

The program was included in the budget request submitted to the CHE.  However, it was not recommended for fund by CHE.  The matter is briefly addressed in ”Significant Issues” section.
