SUMMARY
Synopsis
of SEC Amendment
The Senate Education Committee amendment strikes
all references to New Mexico Junior College.
Synopsis
of Original Bill
Senate Bill 257
appropriates $500.0 from the general fund to the extended learning fund for the
purpose of continuing the development of New Mexico virtual college.
Significant
Issues
This funding would allow for the planning,
infrastructure technical assistance, instructional design, and training of
faculty and staff for New Mexico virtual college. According to CHE, institutions will contribute membership fees
and other matching funds to support this project.
FISCAL IMPLICATIONS
The appropriation of
$500.0 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered
balance remaining at the end of a fiscal year shall not revert to the general
fund.
ADMINISTRATIVE IMPLICATIONS
Minimal on the CHE.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
Duplicates HB248.
TECHNICAL ISSUES
Funds are for expenditure in FY02; however, the
bill does not contain an emergency clause.
The bill should include the specific fiscal
years in which the funds may be expended.
The bill should indicate the fiscal year the
funds would revert if not expended.
