SUMMARY

     Synopsis of Bill

Senate Bill 240 appropriates $200.0 from the tobacco settlement fund to the CYFD to provide programs in Rio Arriba County to develop self-esteem in youth and provide training to teach life skills.

     Significant Issues

CYFD indicates that the department currently contracts for similar services in Rio Arriba County.   The bill is not clear as to whether CYFD can contract for such services.

To take advantage of an existing program, the appropriation could be included with the SDE New Mexico Works/TANF School Age Program.

FISCAL IMPLICATIONS

The appropriation of  $200.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY 03 shall revert to the general fund.

POSSIBLE QUESTIONS

1.   Is TANF funding being used to help some of these individuals with life skills training?

2.   How many youths have received self-esteem training through CYFD?
