SUMMARY
Synopsis
of Bill
Senate Bill 192
appropriates $3,562.0 million from the general fund to CD for the purpose of increasing
the salaries of adult correctional officers and jailers.
Significant
Issues
CD reports the
department has experienced difficulty in recruiting and retaining correctional
officers. This has resulted in the need to require correctional officers to
work a high number of overtime hours each week. This appropriation would reduce
turnover and improve recruitment of correctional officers, which would in turn
reduce the number of hours of overtime that correctional officers are required
to work.
FISCAL IMPLICATIONS
The appropriation of
$3,562.0 million contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal
year 2003 shall revert to the general fund.
ADMINISTRATIVE IMPLICATIONS
CD indicates the bill is likely to improve
recruitment and retention of correctional officers, it should reduce the strain
upon correctional officers who are currently required to work a high number of
overtime hours as well as decrease the administrative burden upon supervisors
who are constantly faced with the difficulty of staffing mandatory posts
through the use of overtime.
RELATIONSHIP
This bill relates to SB 191 and SB 195.
OTHER SUBSTANTIVE ISSUES
CD reports this bill would improve the
performance of the department’s prison programs, by improving the recruitment
and retention of correctional officers and thereby reducing the number of
overtime hours worked by correctional officers.
