SUMMARY
Synopsis
of Bill
Senate Bill 180, State Telecommunications
Assessment & Network, appropriates $500.0 from the General Fund to the
Information Technology Commission for the purpose of contracting for a technical
quantitative assessment of the telecommunications infrastructure in the state
and an implementation plan for development of a statewide network, to be
referred to as “Enchantnet”. The network
will include educational institutions, health care entities, government
agencies and the private sector.
The appropriation is authorized for expenditure
in Fiscal Year 2002 and Fiscal Year 2003.
The bill contains an emergency clause.
Significant
Issues
The Information Technology Management Office
(ITMO) staff further states the ITMO in conjunction with the Office of
Communications (General Services Department) is working on the MAGnet
initiative which is addressing some of these issues as they relate to state
agencies. As part of this initiative, a
comprehensive communications architecture is being developed. This architecture and the work already
accomplished in Carlsbad to aggregate state networks to increase broadband capacity
and efficiencies has provided a template for the state. The ultimate goal of this initiative is to
provide the telecommunications infrastructure necessary to take advantage of
the WorldWideWeb and provide access through a variety of technologies to al of
New Mexico.
ITMO staff
states: “Rather than sponsoring
a study to in some ways duplicate what has already been documented and
accomplished, it may be a more prudent investment to use the appropriation to
accelerate the MAGnet initiative.
Specifically, incorporate into the MAGnet initiative or provide the
funds to the ITMO for communications support MAGnet.”
FISCAL IMPLICATIONS
The appropriation of $500.0 contained in this
bill is a non-recurring expense to the General Fund. Any unexpended or
unencumbered balance remaining at the end of Fiscal Year 2003 shall revert to
the General Fund.
