Senate Bill 166
appropriates $300.0 from the general fund to the University of New Mexico (UNM)
Board of Regents to strengthen graduate education and community programs
through expansion of academic research

This
program request was not included in UNM’s Board of Regents to budget request to
the CHE and, thus, was not reviewed by
the CHE.
ADMINISTRATIVE IMPACT
According to CHE, this bill would add one more research/public service project to the current list of nine-four projects that are funded as separate line items outside the higher education funding formula. CHE policy requires that each of these projects be subjected to a thorough evaluation once every four years to be eligible for continues funding. This evaluation process has been developed by the CHE to be consistent with the Accountability in government Act (AGA) mandated by the state legislature.
FISCAL IMPLICATIONS
The appropriation of
$300.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance
remaining at the end of FY2003 shall revert to the general fund.
RELATIONSHIP
Senate Bill relates to
House Bill 2, the General Appropriation Act which contains the FY2003 appropriation
for UNM.
