SUMMARY

 

     Synopsis of Bill

 

Senate Bill 119 appropriates $150.0 from the general fund to San Juan College for the purpose of  expanding nursing enrollment.

 

     Significant Issues

 

According to SJC, this appropriation will allow the institution to fund the continuation of an expansion initiative begun in fall, 2001.  Additional students were accepted in the Associate Degree nursing program and one additional faculty member was hired.  This funding will allow SJC to hire a second and possibly a third faculty to accommodate another cohort of 42 students entering the nursing program each fall.

 

SJC estimates an increase in enrollment will provide an additional 12 – 14 nurses annually.

 

 

 

Included in HB2, is an additional appropriation in the amount of $75.0 for SJC.  The purpose of the funding is to address market salary needs, or to convert nursing faculty from a 9-month contract to a 12-month contract or to expand nursing student enrollments.

 

FISCAL IMPLICATIONS

 

The appropriation of $150.0 contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

 

SJC may expend the funds in fiscal years 2003 and 2004, after that the higher education funding formula will kick in and generate support for this program.
