SUMMARY

 

     Synopsis of SEC Amendment

 

The Senate Education Committee Amendment transfers the $100.0 general fund appropriation and attendant responsibilities from the UNM Board of Regents to the Historic Preservation Division of the Office of Cultural Affairs to contract for the development of educational programs.

 

     Synopsis of Original Bill

 

Senate Bill 113 appropriates $100,000 from the General Fund to the University of New Mexico for expenditure in FY2003 to establish a graduate level historic preservation certificate program at the University.

 

     Significant Issues

 

According to CHE, the language in the bill “to establish” a program indicates that this would be an on-going program, and some level of funding beyond the creation year would be required as recurring fund.  According to the Office of the Provost at UNM, the program is still in planning stages and has not been approved by the Board of Regents.  The CHE also points out that any graduate

 

program that is to benefit from state funding must first be approved by the CHE and the State Board of Finance (SBF).  The proposed program has not been approved by the SBF.

 

FISCAL IMPLICATIONS

 

The appropriation of $100.0 contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of FY2003 shall revert to the general fund.

Senate Bill 113 relates to House Bill 2 which contains UNM’s appropriation for FY20003.
