SUMMARY

     Synopsis of Bill

Senate Bill 110 appropriates $150.0 from the general fund to the SDE to expand access to educational programs offered by radio station KANW.

     Significant Issues

KANW is owned and operated by the Albuquerque Public Schools (APS).  It offers non-commercial educational programs that are designed to support and enhance classroom instruction. These programs are developed in collaboration with National Public Radio and Public Radio International with input from classroom teachers, parents and community members.  Programs are broadcast daily throughout the KANW service area.

According to SDE, the funding requested would provide increased access to KANW public education broadcasts by upgrading transmitters and expanding programming to an audience in areas that have not previously received these services.  These funds will also be used to leverage federal dollars, e.g., U.S. department of Commerce and Corporation for Public Broadcasting.

FISCAL IMPLICATIONS

The appropriation of $150.0 contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY2003 shall revert to the general fund.
