SUMMARY
Synopsis
of Bill
Senate Bill 99
appropriates $1,050.0 from the general fund to New Mexico State University for
the purpose of hiring new faculty, purchasing equipment to expand nursing
programs and to address market salary adjustments in the nursing department.
Significant
Issues
According to NMSU this funding would allow the
institution to provide salary increases for existing faculty, allow hiring of
additional faculty, and provide for the purchase of equipment to support
nursing education.
Included in HB2, is an additional appropriation
in the amount of $300.0 for NMSU main campus, $20.0 for Alamogordo, $25.0 for Carlsbad,
$75.0 for Dona Ana branch campuses. The
purpose of the funding is to address market salary needs, or to convert nursing
faculty from a 9-month contract to a 12-month contract or to expand nursing
student enrollments.
FISCAL IMPLICATIONS
The appropriation of
$1, 050.0 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2003
shall revert to the general fund.
NMSU may expend the
funds in fiscal years 2002 and 2003, after that the higher education funding
formula will kick in and generate support for this program.

Relates to HB2. Included in HB2 is a total of $420.0 to NMSU
for the purposes outlined in this bill.
