SUMMARY
Synopsis
of SEC Amendment
The Senate Education Committee amendment changes
the purpose of the appropriation from support of human genomics research to
“build a multidisciplinary human genomics research center.” The amendment also increases the
appropriation to $3,500.0.
Synopsis
of Original Bill
Senate Bill 97
appropriates $2,380.0 from the tobacco settlement program fund to the
University of New Mexico (UNM) for the purpose of supporting the
multidisciplinary human genomics research program at the Cancer Center.
FISCAL IMPLICATIONS
The appropriation of
$2,380.0 contained in this bill is a recurring expense to the tobacco
settlement program fund. Any unexpended or unencumbered balance remaining at
the end of fiscal year 2004 shall revert to the tobacco settlement program
fund.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
Included in CS/HB2,
Section 5, is an appropriation in the amount of $2,000.0 from the tobacco settlement
program fund for this purpose.
OTHER SUBSTANTIVE ISSUES
This expansion will
allow UNM Health Sciences Center to hire an additional 21.0 FTE in order to
increase clinical trials in asthma, chronic pulmonary disease and cardiology
and to expand research on damage and repair, solid tumor biology, asthma
biology and cardiovascular biology.
