Synopsis
of Bill
The bill appropriates
$72.0 in general fund to CYFD to contract for a pilot program of special services
for grandparents raising grandchildren in Dona Ana county. The bill contains an emergency
appropriation.
Significant
Issues
The bill does not
define “special services” or how grandparents will be identified for this
program. The bill needs to address these issues.
FISCAL IMPLICATIONS
This bill
appropriates $72.0 from the general fund to CYFD for expenditure in fiscal
years 2002 and 2003. Any unexpended and unencumbered balances remaining at the
end of FY 03 shall revert to the general
fund.
This
appropriation is not part of CYFD’s request and is not included in the
Executive recommendation.
RELATIONSHIP
Kinship and Guardianship Caregivers Act permits grandparents to arrange for a simple legal proceeding to acquire temporary custody and eligibility for any TANF benefits.
