SUMMARY
Synopsis
of Bill
Senate Bill 82
appropriates $700.0 in FY02 and FY03 from the general fund to DOH for the purpose
of funding various services for the state’s mentally ill population, including
prescription drugs, housing, jail diversion, emergency aid and other
services. DOH may contract with other
state and local agencies to provide such needed services.
FISCAL IMPLICATIONS
The appropriation of
$700.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of FY03 shall revert to
the general fund.
ADMINISTRATIVE IMPLICATIONS
DOH indicates it would
need additional staff to administer the contracts proposed in the bill. An
estimate of $100.0 is proposed to hire staff and provide operating costs.
OTHER SUBSTANTIVE ISSUES
The PDD reports to not
provide funds for the mentally ill would imperil the constitutional rights of a
class of citizen that is very much dependent upon the care of the state.
