SUMMARY

 

     Synopsis of Bill

 

Senate Bill 76 appropriates $245.7 from the general fund to the Labor Department to contract for an at-risk youth employment training program in Bernalillo, Torrance, Sandoval and Valencia counties.

 

     Significant Issues

 

The four counties that are to receive the appropriation constitute the Central Region for the Workforce Investment Board, which is a federally funded workforce development program that gives decision making authority for adult, youth and dislocated worker programs to local boards.  The proposed state funding would not be subject to the central board; however, there are opportunities for the department and local officials to work together in order to best target the funding the region. 

 

FISCAL IMPLICATIONS

 

The appropriation of $245.7 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

RELATIONSHIP

 

As introduced, House Bill 2 contains $350.0 from the general fund for at-risk youth employment training for statewide activities.  In FY02, the department has $700.0 for this program.  The proposed appropriation in this bill would complement the amount currently found in the General Appropriations Act.
