SUMMARY
Synopsis
of Bill
Senate Bill 52
appropriates $6,795.4 from the general fund to the Board of Regents of the
University of New Mexico (UNM) for the purpose of nursing education programs
and other costs at the UNM Health Sciences Center.
Significant
Issues
Included in the HB2, the General Appropriation
Act of 2002, is a total of $1,000.0 to various post-secondary institutions for
nursing education. The funds may be
used to provide market salary adjustments for nursing faculty, convert faculty
from a nine-month contract to a 12-month contract, and to expand nursing
student enrollments. This represents
partial funding for the request submitted by the Coalition of Publicly Funded
Nursing Schools in New Mexico, a group comprised of two- and four-year
post-secondary institutions.
HB2 also includes an appropriation of $950.0 to
UNM Health Sciences to continue the expansion of student enrollment in the college
of nursing in FY03.
FISCAL IMPLICATIONS
The appropriation of
$4,252.3 contained in Section 1 of this bill is also a recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of
fiscal year 2006 shall revert to the general fund. Of the total appropriation, $1,900.0 is to expand enrollment in
the college of nursing and $2,352.3 is to expand Bachelor of Science in nursing
and Master of Science in nursing education in New Mexico by partnering with
other post-secondary educational institutions.
The appropriation of
$2,543.1 contained in Section 2 of this bill is also a recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of
fiscal year 2003 shall revert to the general fund. Of the total appropriation, $2,043.1 is for additional
operational costs and $500.0 is for operational costs at Carrie Tingley
Hospital.
RELATIONSHIP
This bill relates to
the General Appropriation Act by duplicating the $1,950.0 in appropriations to
UNM Health Sciences Center already contained in HB2.
