SUMMARY
Synopsis
of Bill
Senate Bill 42, Statewide Nursing Crisis Study, appropriates $50.0 from the Board of Nursing Fund to the Board of Nursing for the purpose of a statewide study of the need for additional nurses and the types of education and training necessary to meet New Mexico’s health care needs.
The appropriation is
for expenditure in FY02 and FY03. SB42
contains an emergency clause.
Significant
Issues
The Commission on Higher Education staff
comments there is need for clear data on nursing supply and demand and
effective strategies for improving the supply of qualified nurses in New
Mexico. It is not clear how the
appropriation in this bill will contribute to or duplicate current work by New
Mexico Health Resources, the New Mexico Consortium for Nursing Workforce
Development, the Health Policy Commission, and the Board of Nursing. Accurate data are provided by these agencies
on the current workforce, national and state supply-demand, and professional
recruitment and
retention. For example, a study of current workforce supply funded with a 1999 legislative appropriation of $150.0 from the Board of Nursing Fund will be concluded in June 2002. These groups are also actively generating updated strategies for long-term solutions to issues of nursing supply, demand, and quality.
FISCAL IMPLICATIONS
The appropriation of $150.0 contained in this bill is a non-recurring expense from the Board of Nursing Fund. The appropriation is authorized for expenditure in Fiscal Years 2002 and Fiscal Year 2003. Any unexpended or unencumbered balance remaining at the end of Fiscal Year 2003 shall revert to the Board of Nursing Fund.
