SUMMARY
Synopsis
of Bill
House Memorial 27 requests the Interim Revenue Stabilization and Tax Policy Committee to consider the effectiveness of litter control programs and glass and other recycling efforts in the state and whether better coordination of these programs would result in more effective litter control and glass and other recycling efforts.
Significant
Issues
DOT reports the New Mexico
Clean & Beautiful program, which is funded by the Litter Control and Beautification
Act currently exists within the agency. The purpose of the program is to
contract with municipality, county and Indian governments in their efforts
towards eliminating litter, beautifying, eradicating graffiti and weeds, and
recycling. Government entities account
for their projects and the people hired or involved with their efforts, and
statistics relating to their projects.
In addition, there exists a network of 17 communities who are affiliated
with the National Keep America Beautiful program utilize the “Litter Index”
which gives program’s a tool to help a program determine the types of litter prevention
and community improvement programs to implement. Within time programs can use this tool and evaluate the results
and identify what works locally to change attitudes and behaviors regarding
litter and related community improvement issues.
