requests the New Mexico Congressional Delegation to support the implementation
of a national missile defense system.
Significant
Issues
The memorial indicates that the Anti-Ballistic
Missile Treaty was signed in 1972 with a nation that no longer exists (the
Soviet Union) and that nations including China, North Korea, Iran and Iraq
either currently possess or are developing the capability to launch missile
attacks against the United States or its allies. Additionally, HM 6 states that terrorist groups also have the
means to buy ballistic missiles, of which there is no defense system in
place. Finally, the memorial states
that a policy of mutually assured destruction is not sufficient to deter
terrorist missile attacks and defending against such attacks is the
government’s moral obligation.
