SUMMARY

     Synopsis of Bill

House Joint Resolution 19 proposes to amend Article 7 of the Constitution of new Mexico to allow runoff elections for municipalities that have a population over fifty thousand, that are located in a Class A county and for other municipalities as provided by law.

     Significant Issues

The joint resolution provides that a municipality having a population over fifty thousand as determined by the 2000 federal decennial census may have runoff elections if it is located in a Class A county and has adopted a charter may amend that charter to provide for runoff elections.

FISCAL IMPLICATIONS

There is no appropriation with this joint resolution.  The Secretary of State indicates a cost of $30.0 for  the printing and advertising costs of constitutional amendments in the general election.  There is currently $500.0 in the HAFC Substitute for House Bill 2 for costs associated with constitutional cmendments.  This appropriation would absorb the costs associated with this proposal.
