SUMMARY

 

     Synopsis of Bill

 

House Joint Memorial 86 requests the State Highway Commission to include traffic control, drainage improvements and right-of-way acquisition in the State Transportation Improvement Program (STIP) project to improve the intersection of US84/285 and NM30 in Espanola.

 

     Significant Issues

 

The department has programmed the improvement of this intersection in the STIP at $1,025.0.  The additional amount required to cover the items identified in this joint memorial is $1,500.0.  The department does not have additional funding available to allocate to this project.

 

According to the department, traffic control improvements are within the scope of the planned project but full drainage improvements are not included in the project.

 

FISCAL IMPLICATIONS

 

The department is experiencing budget constraints with state road fund revenue projections flat and large declines expected in federal revenues based on the proposed federal budget for fiscal year

 

2003 released the last week in January 2002.  Any increases proposed for existing projects would require a diversion of an equivalent amount of funding from other projects in the STIP. 

 

OTHER SUBSTANTIVE ISSUES

 

The department is currently pursuing a joint powers agreement with the City of Espanola to coordinate the improvement of this intersection with work on Railroad Avenue.

 

POSSIBLE QUESTIONS

 

1.         When the department plans a project to improve an intersection, shouldn’t all right-of-way, traffic control and drainage issues be addressed in the scope of the project ?
