SUMMARY
Synopsis
of Bill
House Joint Memorial 18 requests the Legislative Education Study Committee (LESC) to conduct a study of the statutes concerning education.
Significant
Issues
The memorial requests the LESC to study and review the Public School Code to identify any statutes that may impede innovation and the overarching goal of improving student achievement and to make recommendations to amend the Public School Code to enable the progress of public schools and the achievement of students.
The LESC is to report to the Legislature
regarding its recommendations for amending statutes governing public education
prior to the 1st session of the 46th Legislature.
FISCAL IMPLICATIONS
According to SDE, amendments to the Public School Code may entail significant costs with regard to the implementation of changed requirements.
ADMINISTRATIVE IMPLICATIONS
The department indicates that the enactment of the memorial will place additional tasks to staff and public school districts.
