SUMMARY
Synopsis
of Bill
House Joint Memorial 4 requests the Legislative Council Service to continue the task force created during the 2001 interim to study model franchise agreements between telecommunication providers and municipalities. The memorial requests the task force present its findings to both the Revenue Stabilization and Tax Policy committee and the Economic and Rural Development and Telecommunications committee by December 31, 2002. Municipalities are requested to use the terms of existing franchise agreements for new entrants in the market and to extend the existing moratorium on franchise renewals until July 1, 2003.
FISCAL IMPLICATIONS
The legislative
members appointed to the task force would be entitled to per diem and mileage
when attending meetings of the task force. Presumably, these costs could be
paid from the appropriation made in House Bill 1 (Feed Bill) for legislative
interim expenses.
