SUMMARY
Synopsis
of Bill
House Bill 433
appropriates $3,672.3 from the general fund to the University of New Mexico
(UNM) to fund nursing education programs statewide for expenditure in fiscal
year 2003 through 2005.
House Bill 433 also
appropriates $750.0 from the general fund to the New Mexico State University
(NMSU) to adjust nursing faculty salaries to competitive levels, to hire new
faculty and to purchase equipment for nursing education programs at main campus
and all branch campuses.
Significant
Issues
The appropriation to increase enrollment at UNM
will help to address the nursing shortage statewide.
The appropriation to NMSU will help to address
workforce and market salary issues at NMSU, the second largest nursing program
in the state.
FISCAL IMPLICATIONS
The appropriation of
$3,672.3 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2005
from the appropriation to the University of New Mexico shall revert to the
general fund.
Funds are appropriated to UNM as follows:
Expand nursing enrollment $950.0 (FY03)
Expand nursing enrollment $950.0 (FY04)
Geographic expansion of nursing $204.1 (FY03)
Geographic expansion of nursing $784.1 (FY04)

The appropriation of
$750.0 contained in this bill is a recurring expense to the general fund. Any

RELATIONSHIP
Relates to CS/HB2,
SB52, SB119, HB74, SB99 and HB84 which all make appropriations to nursing
programs at UNM and NMSU.
OTHER SUBSTANTIVE ISSUES
Last year, the 2001
Legislature appropriated $950.0 to UNM to expand nursing enrollments. UNM requested a total of $1,900.0 to
continue enrollment expansion in FY02, the second year. A total of $950.0 is included in the
appropriation to UNM, Health Sciences in CS/HB2.
Also included in
CS/HB2 is $300.0 to NMSU to address market salary issues or move faculty contracts
from a 9 month contract to a 12 month contract or to expand nursing enrollments
at main campus.
