     Synopsis of HGUAC Amendment

 

The House Government and Urban Affairs Committee amendment to House Bill 291 deletes the specific reference to the provision that any citizen may file with the county clerk the fact that an individual is a non-citizen.  The phrase “by a citizen” is struck.

 

     Synopsis of Original Bill

 

House Bill 291 amends Section 1-4-24 NMSA 1978 to include the determination of non-citizenship of a voter as a reason county clerks shall cancel certificates of registration.  The bill also provides that the non-citizenship shall by ascertained by comparing registration records with the certification of alien status by the federal Immigration and Naturalization Service.  Any citizen may file with the county clerk the fact that an individual is a non-citizen if non-citizenship has been determined in a court of competent jurisdiction or by the INS. The certification of non-citizen status must include the following information:

           

  1. Name;
  2. Age;
  3. Sex;
  4. Marital Status;
  5. Birth Place;
  6. Birth Date;
  7. Social Security Number (if any);
  8. Address; and
  9. Date of Determination of Status.

 

FISCAL IMPLICATIONS

 

There is no appropriation or significant fiscal implication associated with this bill.
