SUMMARY
Synopsis
of Bill
House Bill 282 requires that district superintendents give written notice to parents of students being taught in a public school for longer than 30 days by an individual who does not hold a standard State Board of Education license authorizing the individual to provide services. The notice must be disseminated in a bilingual format.
Significant
Issues
According to SDE, provision of services by an individual who has been granted a one-year license may be considered additional time to take the New Mexico Teacher Assessments, since technically that license is substandard, but the individual has met all other requirements for the license.
FISCAL IMPLICATIONS
The SDE indicates that enactment of the bill
could produce a fiscal impact. The
department’s Professional Licensure unit would be required to address
substandard licensure requests in a shorter time frame. School districts would have to meet the
reporting requirement.
ADMINISTRATIVE IMPLICATIONS
SDE indicates that additional staff time within
the department and public school districts would have to be allocated to meet
the requirements of the bill.
