SUMMARY

     Synopsis of HAFC Amendment

The House Appropriations and Finance Committee amendment appropriates $25.0 from “available cash balances” of the NM Office of Indian Affairs for per diem and mileage for voting rights coordinators.

     Synopsis of Original Bill

House Bill 254 appropriates $25.0 from the general fund to the NM Office of Indian Affairs to pay for per diem and mileage for voting rights coordinators in Sandoval and Cibola counties.  The amendment strikes language pertaining to the general fund.

     Significant Issues

The bill does not indicate whether the voting coordinators are County government employees.

FISCAL IMPLICATIONS

The appropriation of $25.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY 03 shall revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

No additional FTEs are required. The NMOIA will need to negotiate a contract with the voting rights coordinators to ensure the appropriated money is used correctly.  .

TECHNICAL ISSUES
