SUMMARY

 

     Synopsis of Bill

 

House Bill 208 appropriates $500.0 to assist school districts in restructuring their administrative staff.

 

     Significant Issues

 

According to SDE, the issues expressed in this bill address the current licensure structure for school administrators.  Currently there is no distinction in levels of administration at this time:  a superintendent, a principal and directors all utilize the same type of administrative license and must meet the standards as set forth in the licensure requirements.

 


FISCAL IMPLICATIONS

 

The SDE indicates that additional FTE’s would be needed to meet the intent of this legislation.

 

ADMINISTRATIVE IMPLICATIONS

 

The SDE would be required to assign staff to design the criteria, publish the process to school districts, review grant proposals and make awards.

 

TECHNICAL ISSUES

 

According to SDE, it is not clear as to whether the intent of the enactment of this bill would require a review and possible amendment to the State Board of Education Regulation on licensure of school administrators.
