SUMMARY
Synopsis
of Bill
House Bill 180 appropriates $500.0 in FY03from
the general fund to DOH for continuation of a federally-initiated black tar
heroin prevention program in Rio Arriba and Santa Fe counties, including
persons of the eight northern Indian pueblos.
FISCAL IMPLICATIONS
The appropriation of
$500.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of FY03 shall revert to
the general fund.
HB2 et al currently
contains $7.8 million in tobacco settlement program fund revenue within DOH for
substance abuse prevention and treatment, and $2 million in tobacco settlement
program fund revenue within the Corrections Department for substance abuse
treatment and jail diversion.
HB2 et al also
contains in the DOH budget over $80 million in various revenue for the
behavioral health treatment program.
In FY00 and FY01,
northern New Mexico received appropriations of $1,500.0 to address its
drug/heroin prevention and treatment services.
Amity Inc received the contract to provide services and is currently
doing so today.
