The House Education Committee amended House Bill 153 and added the following:

 

The rights and protections of employees provide by the policies and procedures of their current school district shall be maintained upon completion of the redistricting.

 

     Synopsis of Original Bill

 

House Bill 153 provides for the redistricting of school districts with membership greater than 35,000, enacts a new section of the Public School Code and appropriates *$80.0 from the general fund for expenditure in FY2003 through FY2005 to assist in implementing the provisions of the bill. 

 

 

     Significant Issues

 

The bill requires that the State Board of Education (SBE) adopt and promulgate rules setting forth the procedures for the redistricting of school districts with membership greater than 35,000.  Upon

adoption of a finding that a district is in need of redistricting, the SBE has up to two years to plan and complete the redistricting.  The bill requires that the SBE appoint a task force to assist the school district in its redistricting efforts and to provide periodic reports to the SBE.  

 

FISCAL IMPLICATIONS

 

The appropriation of $80.0 contained in this bill is a recurring expense to the general fund and is to be expended during FY2003 through SY2005.  Any unexpended or unencumbered balance remaining at the end of FY2005 shall revert to the general fund.

 

ADMINISTRATIVE IMPLICATIONS

 

According to SDE, SDE staff will be used to implement the provisions of the bill.  The school district being redistricted will be impacted administratively.

 

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

 

House Bill 153 conflicts with House Bill 13, School District Boundaries; and Senate Bill 261, New School District Boundaries, which are identical bills.  Both of these bills require that the SBE redistrict the state’s 89 public school districts into 50 or fewer by July 15, 2005
