SUMMARY

Synopsis of Bill

House Bill 114 appropriates $300.0 in FY02 and FY03 from the general fund to DOH to support existing maternal and child health services statewide, develop a comprehensive statewide service delivery plan and expand the services to three counties currently not being served.

Significant Issues

Seven counties do not currently have MCH plans in NM.

FISCAL IMPLICATIONS

The appropriation of $300.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY03 shall revert to the general fund.

DOH reports a portion of the existing counties currently funded through the County Maternal and Child Plan Act may receive additional funding cuts for FY03 due to the increase in the requests from counties with no increase in available funding.

For the past two years, the Legislature has funded approximately $2 million in general fund for DOH’s Improving Health Initiative which has focused on working with County Health Councils and other local entities in developing plans to address local health priorities.

TECHNICAL ISSUES

DOH indicates “comprehensive statewide service delivery plan” should be defined in the bill.
