     Synopsis of Bill

House Bill 85 appropriates $100.0 from the general fund to the NM Office of Indian Affairs to operate a childcare program in Bernalillo County for Native American students enrolled in a two-year college.

     Significant Issues

The bill provides for full-day childcare for infants, toddlers and pre-schoolers.  Additionally, the bill identifies childcare for students in the primary and elementary grades who need before and after-school care. The program would also be a resource center for parents and families.

FISCAL IMPLICATIONS

The appropriation of $100.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY 03 shall revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

A professional contractual service agreement would have to be signed between NMOIA and the college.

POSSIBLE QUESTIONS

Do some of these students qualify for childcare through CYFD programs?
