SUMMARY

Synopsis of Bill

House Bill 62 appropriates $5,116,825 from the general fund to SAOA for the following purposes:

• $4,147,515 to the six are agencies on aging for senior services such as case management, Alzheimer’s respite care, adult daycare, congregate meals, home-delivered meals, transportation, in-home services and senior center services;

• $507,485 to provide for increased volunteers for the foster grandparent, senior companion and retired senior volunteer programs;

• $42,475 for increased information, assistance and education services for individuals with Alzheimer’s disease or related disorder and their families or caregivers;

• $196,850 for the health insurance and benefits assistance corps (HIBAC);

• $80,000 for planning and scholarships for the annual New Mexico conference on aging.

Significant Issues

The following services qualify for federal Medicaid funding: home chore/home repair, home modification, homemaker services, transportation, case management, screening/eligibility determination and outreach/education.

FISCAL IMPLICATIONS

The appropriation of $5,116.8 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY03 shall revert to the general fund.

House Bill 2 currently provides $28,941.4 for the SAOA budget which funds all of the items proposed in this bill. Additionally, HB2 contains $6.7 million for the disabled and elderly Medicaid waiver in the Human Services Department which provides funding for nursing and community-based services.
