MAKING AN APPROPRIATION IN SUPPORT OF A UNIVERSITY OF NEW MEXICO PROGRAM TO ASSIST INCARCERATED PERSONS.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2003 for the purpose of supporting access to legal research by state inmates incarcerated in New Mexico correctional facilities through the university of New Mexico school of law. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.
