RELATING TO HIGHER EDUCATION; ESTABLISHING BASIC RIGHTS FOR STUDENTS ENROLLED IN A PUBLIC, POST-SECONDARY EDUCATIONAL INSTITUTION; ENACTING A NEW SECTION OF CHAPTER 21, ARTICLE 1 NMSA 1978.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. A new section of Chapter 21, Article 1 NMSA 1978 is enacted to read:
"[NEW MATERIAL] BASIC RIGHTS FOR STUDENTS ENROLLED IN A PUBLIC, POST-SECONDARY EDUCATIONAL INSTITUTION.--Students enrolled in a public, post-secondary educational institution shall have the following basic rights:
A. students shall have the right to work diligently toward graduation and shall not be kept from graduating in a timely manner because an institution fails to provide a scheduled class;
B. student fees collected by an institution shall not be spent by the institution without the consent of the student governing body for that institution;
C. students shall be provided with adequate notice of all meetings that concern policies at an institution;
D. students shall have a student representative on all committees that impact policies at an institution; and
E. an institution shall not discriminate against students on the basis of race, ethnicity, gender, religion, age or sexual orientation."
